Why has God left me unfinished?

You do not give details in your question as to why you believe that God has left you unfinished. This could be because of a physical handicap or disability; something that may be preventing you from working or having a 'normal' life. It may be that you feel unfinished from a mental or emotional perspective, that you are not sure who you are or what purpose you are to fulfil in life.
Whatever your circumstances and thoughts, God has created you in his image for his pleasure and purpose.
Every human being is made in the image of God (Genesis 1:26), meaning that we bear the mark of our creator in our ability to create, to have relationships and to love one another. Even though we may vary in the way that we carry out these marks, due to the creativity of our creator, each person is fearfully and wonderfully made (Psalm 139:14), including yourself.
Our society may place limits on a person's value based on all sorts of conditions. However, your value should be placed in who you are in Christ Jesus!
I encourage you to read John 9. In this story, a man who, some may say, is born 'unfinished' through blindness and is restricted in life by his disability. People ask if this is based on sin. Jesus' response is simple: "It was not that this man sinned, or his parents, but that the works of God might be displayed in him" (John 9:3). Jesus heals the man who then later places his trust in Jesus (John 9:38).
This man was born blind and treated badly by society, but Jesus loved him and demonstrated his love by healing the man so "that the works of God might be displayed in him". God may choose to do the same in your life, to demonstrate his glory in your life. I encourage you to place your trust in Jesus so that you may know his power and glory in your life.
In summary, it is our hope that you will place your trust in Jesus Christ and that your value will be found in him, rather than a sense of being incomplete. Read your Bible and see people who the world considered of low value being used to the glory of God. Speak to others about your feelings and pray together, that you will know you are made in the image of God.
